The Israeli military has intensified its campaign across southern Lebanon, recently announcing “limited and targeted ground operations” against Hezbollah positions. This marks a significant expansion of regional hostilities, with waves of air raids now frequently striking areas previously untouched by the most severe fighting. The increase in military activity has transformed Lebanon into a new front in an already widening regional conflict.

This phase of heightened tension saw a major escalation on March 2, when Hezbollah launched a significant barrage of rockets and drones towards Israel, marking a renewed intensity in cross-border hostilities. Concurrently, Israel has maintained near-daily attacks on Lebanese territory, frequently violating previous ceasefire agreements established in late 2024.

The Human Cost: Devastating Casualties and Widespread Displacement

The human toll of these intensified operations is staggering. According to Lebanon’s Ministry of Public Health, Israeli attacks between March 2 and March 16 alone resulted in at least 886 fatalities, including 67 women, 111 children, and 38 health workers. Over the same period, 2,141 people were wounded. Since October 7, 2023, the total number of lives lost in Lebanon due to Israeli attacks has reached at least 5,282, based on figures from the Lebanese Health Ministry and historical data compiled by the Armed Conflict Location & Event Data (ACLED) independent monitor.

More than one million Lebanese have been uprooted, with Israeli Defence Minister Israel Katz stating that safe return for displaced individuals to southern Lebanon would not be permitted until the safety of Israelis is guaranteed. The total number of registered displaced individuals has now reached 1,049,328, according to Lebanon’s Disaster Risk Management Unit, with 132,742 seeking refuge in collective shelters.

However, the rapid pace of displacement has overwhelmed the country's shelter capacity. Many families are struggling to find accommodation, forced to spend nights in streets, vehicles, or public spaces as shelters quickly fill. For a significant portion of the displaced, this is not their first experience of forced relocation.

Mapping Israeli Attacks and the Displacement of One Million in Lebanon: Geographic Impact

ACLED has documented at least 394 Israeli attacks on Lebanon, primarily concentrated in the southern regions and the southern suburbs of Beirut. Attacks have also extended to the Bekaa Valley and Baalbek in eastern Lebanon. In Beirut, home to nearly half of Lebanon’s 5.9 million population, Israeli targets have included several areas in Dahiyeh, a cluster of southern suburbs that once housed almost one million people, most of whom are now forcibly displaced.

Specific neighborhoods like Haret Hreik, Bashoura in central Beirut, and Ramlet al-Baida along the coast — where displaced families sought respite — have also been hit. On March 12, the Israeli army expanded its forced displacement orders for residents of southern Lebanon, extending from the Litani River north to the Zahrani River, approximately 40km (25 miles) from the Israeli border.

These sweeping evacuation orders now encompass over 1,470 square kilometers (568 square miles), or about 14 percent of Lebanon’s national territory, impacting more than 100 towns and villages.

Historical Context and Regional Dynamics

The current cross-border fighting between Israel and Hezbollah ignited swiftly after the Hamas-led attacks on southern Israel on October 7, 2023, which also triggered Israel's devastating war on Gaza. Hezbollah, formed in response to the 1982 Israeli invasion of Lebanon, launched rockets at Israel in solidarity with Palestinians. This regional friction is further complicated by the involvement of groups like Yemen’s Houthi movement, which has disrupted global trade routes in the Red Sea in a similar display of solidarity. Both Hezbollah and the Houthis are considered part of Iran’s “axis of resistance.”

The broader conflict has had catastrophic consequences in Gaza, where tens of thousands of Palestinians have been killed, and much of the enclave reduced to rubble. Despite efforts for de-escalation, including previous ceasefires, the cycle of violence persists.

Repeated Displacement and Long-term Consequences

The population of southern Lebanon has endured a cycle of displacement. Between October 2023 and late 2024, hundreds of thousands were severely affected by cross-border fighting. At its peak, nearly 900,000 people were forcibly displaced by Israeli forces. Most had returned by late last year, only to be forced to flee once again in the recent escalation.

These prolonged periods of conflict have inflicted widespread destruction on homes and essential infrastructure. The World Bank estimates damage to residential buildings alone at approximately $2.8 billion, with around 99,000 homes either damaged or completely destroyed. This extensive damage means that even if hostilities were to cease, many families would face insurmountable challenges in returning to their communities.
